Belanger was elected to the Saskatchewan legislature in 1995 as a Liberal. In 1998, he crossed the floor to join the NDP. During his time in the provincial legislature, he held several cabinet positions.
Belanger was the mayor of Île-à-la-Crosse, Saskatchewan from 1988 to 1994 and again from 2024 until his election to the federal parliament. Before entering politics, he was a journalist for the Missinipi Broadcasting Corporation.
