Before entering politics, Hogan was a vice president at the University of Calgary for five years. From 2016 to 2020, he was the chief of communications for the Government of Alberta. He has also held senior positions at the advertising firm Northweather and at Hill & Knowlton, a public relations firm whose checkered past includes advocacy for the tobacco and fossil-fuel industries, as well as allegations it spread false information to drum up support for the Gulf War.
From 2009 to 2012, Hogan worked for the Alberta Liberal Party, including a two-year stint as its executive director. From 2007 to 2008, he held senior positions at the Liberal Party of Canada.
