From 1993 to 1996, LeBlanc was a special advisor to Prime Minister Jean Chrétien. Previously, he practised law with Clark Drummie in Shediac and Moncton, New Brunswick.
In September 2018, the ethics commissioner found LeBlanc broke conflict of interest rules when he awarded a lucrative arctic surf clam licence to a company linked to his wife’s cousin in February 2018.
LeBlanc’s wife, Jolène Richard, is a provincial court judge in New Brunswick and holds an interest in Soeur Claudette Cocktail Bar in Moncton. Richard’s sister, Martine Richard, is a senior lawyer at the Office of the Conflict of Interest and Ethics Commissioner.
As a child, LeBlanc babysat Justin Trudeau and his siblings. He is the son of Roméo LeBlanc, former governor general, federal Liberal cabinet minister, and Speaker of the Senate.
LeBlanc is a personal friend of oligarch, billionaire, and monopolist James Irving, the president and CEO of J.D. Irving. J.D. Irving and its subsidiaries have many contracts with the federal government, including for the construction of ships for the Canadian navy through its subsidiary Irving Shipbuilding.
