Oliphant was an MP once before from 2008 to 2011. After his first term in office, Oliphant was President and CEO of the Asthma Society of Canada from 2011 to 2015.
Before becoming an MP, Oliphant was a minister in the United Church of Canada at various churches from 1984 to 2008. From 1989 to 1990, he was an advisor and chief of staff in the Executive Council of Ontario. From 1978 to 1980, he was an accountant at the Algoma Steel Corporation.
